The worry we have here is that it is visible to every agent with project admin permission within that project.
We need a way that we can limit who can see the overall report.
For example: User A can see is own result but not the result of User B.
User C (e.g a Manager) can see the entire team.

The behaviour we'd like to see is
An agent can view responses/report for issues they are currently assigned
An agent can not view responses/reports for issues where they are not currently the assignee
A project admin/manager can view the survey responses/reports for all agents and all issues
