In the P2 Connector, this option is available and disabled by default. This allows user to ignore any required fields in JIRA during JIRA issue creation from Salesforce.
In the new Cloud Connector, migration users now face a problem where they are not able to create JIRA issues due to unmapped required fields in JIRA. They now have to either set these JIRA fields as optional or add mappings into their Bindings to go around this validation.

Won't do. The create & review screen (when more field types are supported) will solve the underlying issue here.
As workaround, use field and value mapping for the required fields.
