I would like to have the notifications (bell icon top right of Salesforce) triggered when a # comment comes from Jira to the Salesforce record they are working on.

This is definitely something that is needed! In an effort to allow users to be more efficient, having then stay within Salesforce and view updates in real-time without having to go to their email to see if anything new has come in can be helpful. Our goal should be to reduce the number of tools that users have to access to do their job and provide timely feedback to customers.
