As of now, the lightning component has a limitation where Archived Versions are still showing in the dialog compared to the standard Jira Create issue screen.
Hence, it will be great if the lightning component behaves the same where Archived Version will be filtered out from the list when creating a Jira ticket from Salesforce

We are currently needing to build a work around process to make sure that archived versions aren't accidently selected as the affected version of bugs coming from clients.
