I think a better option would be able set which fields are required and have them appear on the "Create page" rather than force to "review and create".

Agree, there is no point in giving the Create option if we have mandatory fields on the issue screen. The support users would anyhow be directed to the same screen after hitting Create as they would after clicking the Review & Create button.
This will prevent the support users from creating tickets without mandatory fields in Jira
