You can use user-options macro together with list-data macro to list/select user in a specific group in a Scaffolding form. The selected user will be displayed as @username on Confluence page but this is different than Confluence @mention feature. It would be good to have "watching / notification” option for this and allow user to be mention (receive notification when mentioned in the page) through this macro and added to the page as watcher.
