Prevent Scaffolding macros from sending notifications to mentioned users that don't have access to the page

Users mentioned through Scaffolding macros are getting email and in-app notifications, even if they don't have access to the page.

Mentioning users through Confluence editor or built-in macros won't send a notification to the customer

    Hello,
    We have the problem that the user receives an email and has no rights on the page.

    We have created a page and restricted it to a specific group of users.

    After that we have created child pages under this page with scaffolding In a scaffolding macro "Extract data" have mentioned a user (with @) who has no access to this page.

    The user will be notified with an email and can also request access to the page.

    The user must not receive this mail because these pages are restricted. With the "User Option" field, the user will not be notified for restricted pages.

    This is an issue that overrides Confluence's user rights policy.
