As a user, PUT REST API for date-data should handle yyyy-M-d format instead of just yyyy-MM-dd

In the past, PUT REST API date-data was able to handle yyyy-M-d format. As of 8.24.0, Scaffolding PUT Rest API can only only yyyy-MM-dd.

Any past customization that relies on yyyy-M-d format will break.
