Allow the "What did you change" field in Scaffolding Edit Contents screen to be required field

Currently the "What did you change" field in Scaffolding Edit Contents screen is an optional field and it's not possible to make it required.


We would like to have the ability to make this field a required field every time user enters or makes changes to Scaffolding fields.
