This functionality is really annoying. My customers are confused and frustrated to close this dialog every time when it's opened accidentally. Also, the information displayed is always the same and useless.
Thanks for the suggestion. The help icon was recently added on paid version as a guide for new users. We can consider to have the option hide/remove this if it appears confusing or redundant.

Workaround:
The Rocket icon can be removed by disabling the On Boarding module in Scaffolding.
Below is the exact steps on how admins can do that:
Go to General Configuration > Manage Apps
Find Scaffolding
Click on modules > Disable ServiceRocket Scaffolding On Boarding
