The current behavior of Page Approval is, when a user is not in Approver's list, they can register themselves. Some customer want to prevent users who are not explicitly identified as approvers from registering themselves.

Allowing to anyone be registered as a approvals can be a cause of abuse the process, if someone add himself, than even approval for authorized persons document will not change the status.
